The government guide supports foreign-number routes for named payment apps and Didi. It does not turn that into a promise for every mini-program, venue, or account state.
Treat 12306 as a current-flow check
China Railway's terms require a unique mobile number that remains reachable and an email address. The terms do not say that every foreign country code works in every registration state.
Test the real number in the official flow. If account setup will not complete, keep the original passport and use the staffed ticket-office route for the railway task.
Data and messages are separate
A travel eSIM can supply data without supplying a phone number. Dual SIM can keep two supported lines on one phone, but this does not prove that a bank, card issuer, app, or venue will send an SMS abroad.
Keep the home line active when it carries recovery or critical messages. Confirm roaming and charges with the home carrier before travel.
Build the fallback before verification fails
Save tickets, booking references, hotel details, venue names, and Chinese addresses offline. Write down which staffed office can complete each important task.

A venue mini-program requires a different number
Treat this as a venue-specific condition. Check the venue's official website or service desk and keep a nearby alternative instead of generalizing the rule to all attractions.
Keep the home line active for critical messages while using a travel line for data. If an app rejects the foreign number, use the official staffed route where one exists: a railway ticket office with the passport, a venue service desk, a signed taxi queue, or a staffed carrier office for a mainland SIM.
