Using ATMs in China With a Foreign Card
Find a matching-network ATM in China, choose the currency carefully, and keep a second withdrawal or exchange route ready.
To withdraw RMB in China, use an ATM that displays the corresponding network logo for your foreign card. A logo is only a compatibility signal: the issuer, account, PIN, machine, amount, and fraud controls can still stop the withdrawal. Prepare the issuer side first
Your own bank controls whether the card can make an overseas cash withdrawal. Before travel, check the PIN, overseas setting, account balance, available limit, issuer fee, exchange method, and whether the transaction is treated as debit or a cash advance.
Save the issuer's international support route offline. Visa's support page explains that the issuer is best placed to give the specific decline reason.
Choose a clearly owned machine
Look for the corresponding card-network logo and prefer an ATM attached to a staffed bank. A visible logo is not a promise of approval, but it is the right first compatibility check.
Inspect the card slot and keypad. Cover the PIN, refuse help from unknown people, and do not leave while the machine is processing. Keep the receipt if it does not expose sensitive data.
Slow down at the currency screen
An ATM may offer to convert the amount into your home currency. Visa explains that this option should disclose the exchange rate and extra fee or markup and allow you to accept or decline it.
Read the whole screen. If you do not understand whether the withdrawal will continue in RMB after you decline the conversion, cancel and use another clearly explained route.
Change one condition after a decline
Do not repeat the same attempt many times. Save the non-sensitive message, contact the issuer, and then change one condition: a modest amount, another staffed-bank ATM, or a second issuer.
If ATM withdrawal remains unavailable, use a bank exchange counter or another qualified exchange institution. Keep a card or wallet ready while you arrange cash.

The ATM offers your home currency
This may be dynamic currency conversion. Review the disclosed rate and extra fee or markup. Accept or decline only after you understand the choice; cancel the withdrawal if the screen is unclear.
The card is declined
Do not guess the cause. Contact the issuer, which can see the specific decline reason. Then reduce the amount, use another bank's ATM, or switch to a different card.
The fee or limit is unexpected

The machine keeps the card or dispenses the wrong amount
Stay at the machine, note its bank, location, time, and terminal details, and contact the bank and issuer through official channels. Do not share the PIN with anyone.
